1. Click Start, then select run

3. Then select Local Computer Policy-> Computer Configuration-> Administrative templates-> Network-> QoS Packet Scheduler
4. In the right pane there is Limit Reservable Bandwidth
5. click 2 times, and choose Enable setting, with the Bandwidth Limit 0%
6. Close
